Big changes are coming regarding new air conditioning units and heat pumps, as the 2025 HVAC refrigerant change prepares to roll out. However, it’s important to understand that these changes mainly impact the installation of new systems.

If your current system is in good working order, you won’t need to worry about upgrading right away. Here’s a breakdown of what you need to know about the upcoming refrigerant transition.

What’s Changing with HVAC Refrigerants?

Beginning January 1, 2025, all newly manufactured air conditioners and heat pumps will be required to use low-global warming potential (GWP) refrigerants, known as A2Ls. These refrigerants are designed to have a significantly lower environmental impact, contributing less to global warming compared to current refrigerants, like R-410A.

A2Ls are classified as mildly flammable, so manufacturers are updating equipment designs with additional safety features to account for this characteristic. While these refrigerants are more environmentally friendly, their flammability is a consideration for both manufacturers and installers moving forward.

Who Is Mandating the 2025 HVAC Refrigerant Change?

The change is part of the broader push for sustainability driven by the American Innovation and Manufacturing Act of 2020. This act authorizes the Environmental Protection Agency (EPA) to regulate the phasedown of hydrofluorocarbon (HFC) refrigerants like R-410A due to their high GWP.

The AIM Act aims to reduce the production and consumption of HFCs and transition the industry to greener alternatives.

Important Dates for the 2025 Refrigerant Change

Here’s a timeline for when these changes take effect:

  • January 1, 2025: All new residential and light commercial air conditioning units and heat pumps must be compatible with A2L refrigerants. These new units cannot accept older refrigerants.
  • January 1, 2026: Any AC or heat pump manufactured before 2025 using older refrigerants must be installed. After this date, only A2L-compatible units can be installed.
  • January 1, 2028:  Window air conditioners will need to comply with the refrigerant change by this deadline.

Importantly, any existing systems installed before 2025 are not subject to the new standards. They can continue using older refrigerants.

What Are the Benefits and Drawbacks of A2L Refrigerants?

The main advantage of switching to A2L refrigerants is their reduced impact on global warming, making them an eco-friendlier option for HVAC systems. As part of the industry’s shift to sustainability, A2Ls play a key role in reducing carbon emissions.

However, these eco-friendly refrigerants do have potential for flammability. Though it is a lower flammability designation, older refrigerants have a no flammability designation. Equipment manufacturers will add safety features to the new systems to minimize any fire risk.

On the upside, A2Ls have the same non-toxic classification as current refrigerants, so health risks remain minimal.

How Does the Refrigerant Phaseout Affect Homeowners?

For homeowners with systems installed before 2025, the refrigerant change does not require any immediate action. You can continue using your existing unit as normal, and refrigerants like R-410A will remain available for servicing older systems. The phaseout only affects the production and installation of new units.

If you’re planning to install a new air conditioner or heat pump in 2025 or beyond, you’ll need to purchase equipment that is compatible with the A2L refrigerant. While this may increase upfront costs due to the required safety enhancements, the long=term environmental benefits are substantial.
